Here are the  Motor Vehicle Related laws that change in 2008 from

CELL PHONE USE:
 SB 33: This law prohibits a person who is under the age of 18 years from operating a motor vehicle 
while using a cell phone, texting or any other data transmission device. The fine is $70 for the first offense, 
$175 for subsequent 7/1/08

SB1613 Prohibits the use of cell phone for anyone 18 and over unless it is “hands-free” as of 7/1/08.  
“Push to talk” systems like Nextel are exempt for this law until 7/1/11
SMOKING IN CARS WITH MINOR’S PRESENT
This bill makes it an infraction for a person to smoke a cigarette, pipe, or cigar in a motor vehicle 
when a minor is present in the vehicle.  The law applies whether the vehicle is at rest or in motion, 
is secondary enforcement and punishable by a fine not exceeding $100. It is not a “primary offense” 
(which means you can’t be pulled over just for this).1/1/08

DUI KNOWLEDGEMENT OF POSSIBLE MURDER CHARGE:

CVC Section 13385

As a condition of obtaining or renewing a driver’s license, the applicant must sign a declaration stating that they are advised that being under the influence of alcohol or drugs or both impairs the ability to safely operate a motor vehicle, that it is extremely dangerous to human life to drive while under the influence, and that, if they drive while under the influence and as a result a person is killed, they can be charged with murder.
Effective July 1, 2008

 

PHOTO BLOCKING PRODUCTS FOR RED-LIGHT CAMERAS OR TOLL BOOTHS: AB801
This law makes it illegal to sell or use a product that would impair a camera from recognizing a license plate. The fine is $146+ penalties and selling is $900+. 1/1/08

 

AUTO MANUFACTURERS MUST SUPPLY KEY CODES FOR REPLACEMENT:
This law makes manufactures comply with supplying the keycodes to anyone with a car sold or leased after Jan. 1st who loses, gets stolen, or has a damaged electronic car key. BMW & MERCEDES must overnight a replacement key since they make their own keys.
